The command line is not the only way: in the panel you can simply drag the site folder
in, and instead of .tar.gz a
.zip works too — Tuqo detects the archive
format by itself.

Do I need a server? +
No, a static Vue app does not need a server.
Can I roll back? +
Yes, on paid plans: they keep several versions, and you can go back to an earlier build in one click. Free keeps only the current one.
